The objectives of this chapter are threefold. First, we aim to examine the country’s dependency on patrimonialism, which in combination with a presidential system of government hypothetically led to the consolidation of a patronal presidency (Hale 2006) on two different occasions. Secondly, we try to explain why this pyramidal and informal mode of governance has been inefficient in providing stability and selfsurvival mechanisms, in addition to providing conditions for moving away from the liberal democratic path. And finally, we assess the options of the political elite to reject, in this third juncture, the dependency on patrimonialism and to move toward both democratization and stabilization. Thus, we argue in this chapter that the reforms of the electoral system (2007) and the system of government (2010) will improve the conditions for the consolidation of a political party system which can assume the
leading role in the political system that currently belongs to informal local networks.
